  1. How old do I have to be to apply for a permit?
    For:
    a. Alcohol, be 18 years of age or older
    b. Cannabis, be 19 years of age or older
  2. Where can I get information about how to apply for a permit?
    The places you can go to get information on how to apply for a permit is to:

  3. Where do I get the permit application form?
    You can get the permit application form:
    a. From 1st – 10th October 2019 from 10:00 a.m. to 7:00 p.m. at the Gilbert McDonald Arena Mezzanine
    b. After 11th October 2019, at the Department of Justice and Public Safety Office (former WIO/AOL office)
  4. What do I need to apply?
    You will need the one of the following to apply for a permit:
    a. Birth Certificate and one other piece of photo identification or
    b. Certificate of Indian Status or
    c. Canadian Passport or
    d. Driver Licence or
    e. MPI – Manitoba Enhanced Identification Card
  5. Where do I go to apply for the permit?
    You can apply for a permit:
    a. From 1st – 10th October 2019 from 10:00 a.m. to 7:00 p.m. at the Gilbert McDonald Arena Mezzanine
    b. After 11th October 2019, at the Department of Justice and Public Safety Office (former WIO/AOL office)
  6. How much will it cost me and who do I submit my payment to?
    a. $60.00 for your initial permit
    b. submitted with the application form
  7. Will someone be able to help me fill out the permit application?
    Yes
  8. Do I need to bring my own picture for the permit?
    No, a picture will be taken when you submit your completed application
  9. How long will it take to receive my permit card?
    No more than five (5) working days after a complete permit application has been received
  10. What does the permit allow me to do?
    The permit will allow you to bring in the following on a daily basis (within each 24 hour period):
    i. Alcohol Allowable Daily Limits
    a. up to twenty-four cans or bottles of beer or coolers not exceeding 355 ml each; or
    b. up to seventeen cans or bottles of beer or coolers not exceeding 500 ml each; or
    c. up to eleven cans or bottles of beer or coolers not exceeding 750 ml each; or
    d. up to four growlers of craft beer not exceeding 1.89 litres each; or
    e. up to nine howlers craft beer not exceeding 946 ml each; or
    f. up to one litre of liquor such as rye, vodka or rum; or
    g. up to four litres of wine.
    *This permit does not allow the permit holder to transport Westminster Sherry onto NCN Lands.
    ii.Cannabis Allowable Daily Limits
    a. 30 grams of dried cannabis or equivalent purchased from a private licensed store or online
    iii.Intoxicants
    a. Reasonable quantities for their normally intended use
    *A permit holder cannot bring in their daily limit at 11:30 p.m. and then try to bring in another daily limit at 1:00 a.m.
  11. Who do I show my permit to?
    To a Peace Officer, which includes the First Nation Safety Officers (FNSOs) or RCMP.
  12. What do I do if I lose my permit card or it gets destroyed?
    You can request the Executive Director of Justice and Public Safety for a replacement permit at a cost of $10.00
  13. Can someone else use my permit?
    No
  14. Do I require a permit to bring intoxicants like Lysol, hand sanitizer, duct tape, vinyl records, etc.?
    No, the Peace Officer will use their discretion in regards to the limit as to whether the amount you are bringing in is reasonable for personal use for it’s intended purpose
  15. What if my name or address changes?
    It will be changed at the time of renewing your permit.
  16. Can my permit be cancelled?
    Yes, your permit can be cancelled:
    a. If you break any NCN Law;
    b. Do not comply with the terms and conditions in the permit, or
    c. If a court or probation order or Circle of Care Plan prohibits you from consuming alcohol or cannabis;
    d. If an eviction order has been issued against you;
    e. If you have been banished from NCN Lands;
    f. For up to five (5) year if you provide false information on your permit application form.
  17. When do I need to show my permit?
    When a Peace Officer requests to see it.
  18. Can I bring in alcohol and cannabis at the same time with my permit?
    Yes, as long as you stay within the limits.
  19. Who requires a permit?
    Everyone bringing in alcohol and/or cannabis onto NCN Lands whether they are walking, riding on a non/motorized vehicle. This includes by boat, snowmobile, canoe, skiing, biking, walking, ATVs, etc. The driver of, and any passenger in, a motorized vehicle or non-motorized vehicle used to transport alcohol or cannabis must have a valid permit and in the case of prescription drugs beings transported, a person may be required to show a Peace Officer evidence of a valid prescription for the drugs.
  20. What happens if the alcohol and/or cannabis is more than what the permit allows?
    All alcohol and/or cannabis will be confiscated from the person who is in violation.
  21. How long is my permit good for?
    Your permit has to be renewed every year.
  22. Do only NCN Citizens (members) have to apply for the permit to transport alcohol and/or cannabis onto NCN Lands?
    No, every NCN Citizen, non-Citizen who resides on NCN Lands or a visitor of an NCN Citizen who resides on NCN Lands. For example, teachers, nurses, RCMP, external service providers, contractors, commuting employees of any NCN organization/business and/or federal/provincial governments.

Chief and Council may by Order In Council (OIC) ban the transportation and consumption of alcohol, cannabis or other drugs on NCN Lands or a portion of NCN Lands if it is considered in the public interest to do so.
