The Nisichawayasihk Cree Nation (“NCN”) is seeking bids for the renovation of the Ron Wood Memorial Recreational Field Phase 1 also known as (the “Project”). The Project includes removing old materials, acquiring materials, and installing new fence around field. The expected date for this project to be completed is May 30, 2024. The Project contains, among other things, the following requirements:

  • Remove and dispose of approx. 985 feet of old chain link fencing and replaced with new fencing.
  • Re-use existing posts for fencing infrastructure
  • Install 985 feet of top bar
  • Install two 8 foot gates with locking mechanism
  • Clean workspace, remove and dispose of all old material
  • Provide evidence of compliance with workers’ compensation legislation;
  • Obtain, at its own cost, all necessary permits.
  • A site visit is not required but recommended
  • Contract stipulations, including responsibilities and liabilities of the parties, payment schedule and scope of work are available for review by all bidders at the Nisichawayasihk Government Office or via email by contacting [email protected]

Bids will be accepted by Nic Campbell via email at [email protected] or in person submitted to the Nisichawayasihk Government Office in an envelope prior to the submission date set out below.

Submission date: April 23 2024 at 12:00 p.m. Bids cannot be withdrawn after 7 days of the submission date.

All or lowest bids not necessarily accepted, if there are no bids that meet the needs of NCN, the Project may be re-tendered or terminated. Selection criteria is based on price, experience, and compliance with NCN requirements set out above.

Site visits are mandatory. Bids are reviewed by Chief and Council or their delegates. Successful bidder will be informed following the review process. All other applicants will be informed of the successful bid.

Contractor Responsibilities and Liabilities

  • The Contractor is responsible to perform the work in a good and workmanlike manner and to correct any defective work or work not performed as provided for by NCN, at its request.
  • The Contractor is responsible for obtaining and paying for any required permits, licenses or certificates necessary for the performance of the work (National Building Codes of Canada or Provincial Construction Regulations).
  • The Contractor shall provide evidence of compliance with workers’ compensation legislation including payments due thereunder, if applicable.
  • The Contractor is liable for the actions of all its employees or sub-contractors that are engaged to perform work in relation to the Project.
  • The Contractor is responsible for the safety of all persons it permits on the site during the duration of the Project.
  • The Contractor is responsible for obtaining and paying for all tools and equipment, including safety equipment, it requires in relation to the Project.
  • The Contractor is responsible to inform NCN of any unsafe health hazards or conditions that may arise throughout the course of the Project.
  • Any additional work that may be required by the Contractor will be negotiated between the Contractor and NCN. Any additional work should not commence until approved by NCN in writing.
  • The Contractor shall provide the required notices and comply with the laws, rules, regulations, and codes which are or become in force during the Project and which relate to the Contractor’s word, to the preservation of the public health and construction safety.
  • If residing outside of NCN, contractor must employ a minimum of 1 NCN resident.

Responsibilities of NCN

  • Provide Contractor with access to the Project site during hours requested by the Contractor.
  • Communicate with the Contractor about any on-going needs and status updates.
  • NCN shall be responsible for the payment of unforeseen, reasonable expenses affiliated with the Project if the Contractor and NCN agree in writing to any additional costs.
  • NCN will not to be liable for any damages sustained by the Contractor during work it undertakes in relation to the Project.

Schedule and Payment Schedule

  • NCN will negotiate with the Contractor a schedule for the completion of the Project, with an end date of May 30, 2024 unless a later date is agreed upon by the parties.
  • NCN will provide a payment schedule of 25%, 50%, 25% minus holdbacks.
  • All payments will be subject to legislation and statutory regulations respecting holdback percentages.

Scope of Work

  1. The contractor is responsible for the safety of all employees and the work site
  2. The Contractor is responsible for ensuring the safe storage of all materials.
  3. The contractor is responsible for removing any existing chain link fence and disposing of all old fencing materials
  4. The contractor is responsible for removing and reusing the existing fence posts to be levelled. Approx. 75 fence posts are able to be re-used, 25 new posts required
  5. The contractor is responsible for supplying and installing 985 feet of 6’ chain link fence
  6. The contractor is responsible for removing current dug out posts and replacing with fence posts (approx. 6 fence posts, dug out not needed)
  7. The contractor is responsible for removing backstop and converting into 6’ fencing to be continuous with other fencing.
  8. The contractor is responsible for supplying and installing 985 feet of top bar and all applicable top caps and hanging material.
  9. The contractor is responsible for supplying and installing two 8 foot (width) by 6 foot (height) gates with locking mechanics
  10. The contractor is responsible for supplying and installing all other materials for fence such as ties, hooks, clips.
  11. The contractor is responsible for disposing of all waste and old material.
  12. Contractor is responsible for any damages that occur to infrastructure, environment, or persons because of negligence.
