The Nisichawayasi Nehetho Culture and Education Authority (NNCEA) is seeking proposal submissions to conduct an Education Authority evaluation for NNCEA. This project consists of conducting a holistic evaluation of our school system to identify challenges, successes, and future recommendations for our system. This project is to commence September 2025 and conclude by March 2026. This project consists of the following:
Scope of Work:
- Describe existing conditions, programs, and practices
- Assess the adequacy, strengths, and opportunities of existing programs and practices
- Make recommendations for maintaining, modifying, or changing programs and practices
- Provide a practical implementation guide for the changes and recommendations contained in the report
- Evaluate the following school components and provide recommendations on how to strengthen each domain as well opportunities for growth:
- Otayitiskiwin School
- Nisichawayasihk Neyo Ohtinwak Collegiate
- Post Secondary Education
- Transportation
- Special Education (and various departments)
- Administration
- Language and Culture
- Revitalization and Inclusion of Language and Culture
- Maintenance
- Policies
- Programs
- Reporting and Record Keeping
- Finance and Human Resources
- Nutrition programs
- Attendance
- Mature Student Diploma Program
- Information Technology
- Parent and community engagement
- Grant and proposal funding
Requirements for proposal:
Contractors submitting a proposal must include the following:
- Total price of proposed contract
- Timeline of evaluation procedures
- References of previous projects or reports
- A draft workplan outlining approach, procedures, data collection methods, and methods of analysis
- Method of analysis (in person, virtual, hybrid)
- Anticipated timeline of data collection with applicable methods
During this project and upon completion the successful contractor must submit
- Monthly progress reports that correlate to the timeline and workplan
- A draft report submitted to NNCEA
- A final report provided in PDF to NNCEA by March 31 2025
Contract stipulations, including responsibilities and liabilities of the parties, payment schedule and scope of work will be provided within a contract to the successful contractor.

Submission date: July 4, 2025 at 4:00 p.m. Bids cannot be withdrawn after 15 days of the submission date.

All or lowest bids not necessarily accepted, if there are no bids that meet the needs of NNCEA, the Project may be re-tendered or terminated. Selection criteria is based on price, experience, and compliance with NNCEA requirements set out above.
