The following are Terms of Reference regarding the Open Call for Trustees by the Executive Council of Chiefs (ECC) of the Assembly of Manitoba Chiefs (AMC) for the appointment of one (1) Trustee who is resident on-reserve to join the existing Board of Trustees in directing the Manitoba First Nations Casino Trust (the ‘Trust’).
Intent of the Trust:
The Trust is intended to receive a portion of net profits from three existing First Nations Casinos in Manitoba for the following two distinct purposes:
- Initiatives related to the awareness of responsible gambling, as well as prevention and treatment programs for problem gambling, and
- Direct payments of the net contribution received to all Manitoba First Nations; defined as Beneficiaries in the Trust Agreement.
Fund Governance:
The Trust will be governed by a Board of six (6) to nine (9) Trustees appointed by the ECC, with the majority resident on reserve. There is currently one (1) vacancy for a candidate with residency on-reserve with the term ending on December 15, 2027. All future terms for Trustees are three years.
Trustee Responsibilities:
The Trustees responsibilities include, but are not limited to:
- The Trustees must attend and participate in the majority of Trustee meetings held within the calendar year, either in person or virtually via Teams, etc..
- The Trustees, in consultation with the ECC, shall develop and maintain a fair method of allocating the Trust property.
- The Trustees shall ensure that any payment made from the Trust is made on the condition that the money is used only for the purposes outlined in the Trust Agreement.
- The Trustees shall develop and maintain rules and procedures to ensure that the payments made are used for the intended purposes as outlined in the Trust Agreement.
- The Trustees shall maintain adequate records of all transactions affecting the Trust property and shall ensure yearly audited financial statements are prepared.

Selection of Trustees:
Interested individuals (resident on-reserve) are invited to apply for a one (1) vacant position on the Board of Trustees of the Manitoba First Nations Casino Trust through an open call for applications.
Interested individuals will be asked to provide a statement of qualifications which may demonstrate skill in one or several of the following areas:
- Financial Management and/or accounting
- Law
- Business Education or experience
Interested individuals must provide a statement that he or she is bondable. The candidate for the current position must be a First Nation person who resides on Reserve.
A Trustee cannot hold any elected position as of the date of his or her appointment.
