The Nisichawayasi Nehetho Culture and Education Authority (“NNCEA”) is seeking bids for work on several projects, which includes removal and replacement of electrical panels, windows and doors, hot water tanks and lighting.

Submission Criteria for  all Tender Notices:

Contract stipulations, including responsibilities and liabilities of the parties, payment schedule and scope of work are available for review by all bidders at the Alice Moore Education Centre or via email by contacting nicc@nncea.ca.

Bids will be accepted by Nic Campbell via email at nicc@nncea.ca or in person submitted to the Alice Moore Education Centre in an envelope prior to the submission date set out below.

Submission date: January 25, 2021 at 12:00 p.m. Bids cannot be withdrawn after 15 days of the submission date.

Submissions after the submission date will not be accepted. To modify a bid prior to the submission date, please contact Nic Campbell at nicc@nncea.ca or 204-484-2095.

All or lowest bids not necessarily accepted, if there are no bids that meet the needs of NNCEA, the Project may be re-tendered or terminated. Selection criteria is based on price, experience, and compliance with NNCEA requirements set out for each individual tender set out below.

TENDER NOTICE – Teacherage Electrical Panels

The Nisichawayasi Nehetho Culture and Education Authority (“NNCEA”) is seeking bids for the supply and replacement of ten 200 AMP Combination electrical panels, breakers, and hookups for our teacherage panels (the “Project”). The Project includes the removal of the current panels and fuses and the supply and installation of new panels, fuses, and hook ups in our teacherages. The Project must be completed by March 31, 2021, unless an extension is agreed upon in advance by NNCEA and the successful bidder. Given requirements set by the Nisichawayasihk Cree Nation (“NCN”), the successful bidder will be required to submit a mitigation/safety plan that addressees the safety, health and welfare of NCN, as it relates to the Project. The Project contains, among other things, the following requirements:

  • Supply 10 new 200 AMP combination double pole electrical panels with dual function (GFCI/AFCI) breakers, and all applicable wiring with a minimum of 20 breakers;
  • Remove old panels, fuses, and wiring and dispose of properly;
  • Install new panels with correct wiring and hook ups and coordinate with Manitoba Hydro for main unit exterior service;
  • Provide evidence of compliance with workers’ compensation legislation;
  • Obtain liability insurance in a form deemed suitable by NNCEA;
  • Only licensed and qualified plumbers and electricians (Red Seal or Apprentice Status with Supervision) will be permitted to undertake the work required for the Project; and
  • Obtain, at its own cost, all necessary permits.

TENDER NOTICE – Teacher Hot Water Tanks

The Nisichawayasi Nehetho Culture and Education Authority (“NNCEA”) is seeking bids for the supply and replacement of 37 residential hot water tanks (the “Project”). The Project includes the removal of the current hot water tanks and the supply and installation of new energy efficient water tanks within our teacherage units. The Project must be completed by March 31, 2021, unless an extension is agreed upon in advance by NNCEA and the successful bidder. Given requirements set by the Nisichawayasihk Cree Nation (“NCN”), the successful bidder will be required to submit a mitigation/safety plan that addressees the safety, health and welfare of NCN, as it relates to the Project. The Project contains, among other things, the following requirements:

  • Supply 37 energy efficient 48 Gallon/240-watt electric hot water tanks
  • Remove old water tanks from units and dispose of old water tanks
  • Install new water tanks with correct plumbing and electrical hook ups to tanks and electrical panels;
  • Provide evidence of compliance with workers’ compensation legislation;
  • Obtain liability insurance in a form deemed suitable by NNCEA;
  • Only licensed and qualified plumbers and electricians (Red Seal or Apprentice Status with Supervision) will be permitted to undertake the work required for the Project; and
  • Obtain, at its own cost, all necessary permits.

TENDER NOTICE – OK Window Project

The Nisichawayasi Nehetho Culture and Education Authority (“NNCEA”) is seeking bids for the supply and replacement of 62 windows of various sizes known as the OK Window Project (the “Project”). The Project includes the removal of the current windows and the supply and installation of new windows and framing. The Project must be completed by March 31, 2021, unless an extension is agreed upon in advance by NNCEA and the successful bidder. Given requirements set by the Nisichawayasihk Cree Nation (“NCN”), the successful bidder will be required to submit a mitigation/safety plan that addressees the safety, health and welfare of NCN, as it relates to the Project. The Project contains, among other things, the following requirements:

  • Supply 62 new commercial grade windows of various sizes (to be measured, all windows are fixed (not able to open, not able to break);
  • Remove and dispose of old windows and framing;
  • Install new windows and framing, completing each window in the same day it is removed;
  • Provide evidence of compliance with workers’ compensation legislation;
  • Obtain liability insurance in a form deemed suitable by NNCEA;
  • Only licensed and qualified plumbers and electricians (Red Seal or Apprentice Status with Supervision) will be permitted to undertake the work required for the Project; and
  • Obtain, at its own cost, all necessary permits.

TENDER NOTICE – OK Door Project

The Nisichawayasi Nehetho Culture and Education Authority (“NNCEA”) is seeking bids for the supply and replacement of 19 metal doors with 10 wheelchair accessible automated openers (the “Project”). The Project includes the removal of the doors and the supply and installation of new doors with accessibility features at our elementary school. The Project must be completed by March 31, 2021, unless an extension is agreed upon in advance by NNCEA and the successful bidder. Given requirements set by the Nisichawayasihk Cree Nation (“NCN”), the successful bidder will be required to submit a mitigation/safety plan that addressees the safety, health and welfare of NCN, as it relates to the Project. The Project contains, among other things, the following requirements:

  • Remove and dispose of old doors and applicable framing
  • Supply and install new metal doors (5 exterior 14 interior) and framing (sizes approx. 34” by 84” for door dimensions)
  • Supply and install all necessary hardware for doors (handles (1 handle on each door, one push bar on each door)
  • Ensure new doors are on school master key smith via locksmith
  • Supply and install 10 wheelchairs accessible door hardware (push to open)
  • Provide evidence of compliance with workers’ compensation legislation;
  • Obtain liability insurance in a form deemed suitable by NNCEA;
  • Only licensed and qualified plumbers and electricians (Red Seal or Apprentice Status with Supervision) will be permitted to undertake the work required for the Project; and
  • Obtain, at its own cost, all necessary permits.

TENDER NOTICE – OK Plumbing Project

The Nisichawayasi Nehetho Culture and Education Authority (“NNCEA”) is seeking bids for the supply and replacement of multiple plumbing needs such as toilets, sinks, and urinals as part of the OK School Plumbing Project (the “Project”). The Project includes the removal of the current hot water tanks and the supply and installation of new energy efficient water tanks at our elementary school. The Project must be completed by March 31, 2021, unless an extension is agreed upon in advance by NNCEA and the successful bidder. Given requirements set by the Nisichawayasihk Cree Nation (“NCN”), the successful bidder will be required to submit a mitigation/safety plan that addressees the safety, health and welfare of NCN, as it relates to the Project. The Project contains, among other things, the following requirements:

  • Supply sinks, urinals, and toilets and install with proper plumbing materials
  • Remove old plumbing equipment and dispose of all equipment;
  • Provide and install hand sensors on all plumbing equipment for flushing or using
  • Sinks (2 small, 29 regular, 4 kitchens (double sinks), 4 Janitorial sinks for mops), Toilets (2 small size 24 regular), Urinals (12 regular size), 3 water fountains with sensors
  • Provide evidence of compliance with workers’ compensation legislation;
  • Obtain liability insurance in a form deemed suitable by NNCEA;
  • Only licensed and qualified plumbers and electricians (Red Seal or Apprentice Status with Supervision) will be permitted to undertake the work required for the Project; and
  • Obtain, at its own cost, all necessary permits.

TENDER NOTICE – OK Lighting Project

The Nisichawayasi Nehetho Culture and Education Authority (“NNCEA”) is seeking bids for the supply and replacement of 179 2×4 foot (and various long beams) lights to LED lights at OK School (the “Project”). The Project includes the removal of the current lights and retrofit panels and the supply and installation of new energy efficient LED lights, panels, ballasts, and all applicable wiring at our elementary school. The Project must be completed by March 31, 2021, unless an extension is agreed upon in advance by NNCEA and the successful bidder. Given requirements set by the Nisichawayasihk Cree Nation (“NCN”), the successful bidder will be required to submit a mitigation/safety plan that addressees the safety, health and welfare of NCN, as it relates to the Project. The Project contains, among other things, the following requirements:

  • Supply 179 retrofit panels for LED lights (2X4), ballasts, and wiring
  • Remove old fittings and dispose of old fittings
  • Install new fittings and provide LED lights (2 TUBES) for each panel
  • Provide evidence of compliance with workers’ compensation legislation;
  • Obtain liability insurance in a form deemed suitable by NNCEA;
  • Only licensed and qualified plumbers and electricians (Red Seal or Apprentice Status with Supervision) will be permitted to undertake the work required for the Project; and
  • Obtain, at its own cost, all necessary permits.

TENDER NOTICE – OK Commercial Hot Water Tank

The Nisichawayasi Nehetho Culture and Education Authority (“NNCEA”) is seeking bids for the supply and replacement of ten (10) “commercial grade” hot water tanks (the “Project”). The Project includes the removal of the current hot water tanks and the supply and installation of new energy efficient water tanks at our elementary school. The Project must be completed by March 31, 2021, unless an extension is agreed upon in advance by NNCEA and the successful bidder. Given requirements set by the Nisichawayasihk Cree Nation (“NCN”), the successful bidder will be required to submit a mitigation/safety plan that addressees the safety, health and welfare of NCN, as it relates to the Project. The Project contains, among other things, the following requirements:

  • Supply 10 energy efficient 12000W(max) 405 Litre electric hot water tanks;
  • Remove old water tanks from units and dispose of old water tanks;
  • Install new water tanks with correct plumbing and electrical hook ups to tanks and electrical panels;
  • Provide evidence of compliance with workers’ compensation legislation;
  • Obtain liability insurance in a form deemed suitable by NNCEA;
  • Only licensed and qualified plumbers and electricians (Red Seal or Apprentice Status with Supervision) will be permitted to undertake the work required for the Project; and
  • Obtain, at its own cost, all necessary permits.
