SUMMARY:

Under the direction of Executive Director of LER, the Lands (Aski) Coordinator is responsible for managing interests on NCN Reserve lands, provide input for the design and delivery of an environmental management plan, liaising with interest holders & other governments regarding reserve lands, and developing administrative & information management systems for land related business.

 

DUTIES AND RESONSIBILITIES:

  • Administer the Land Code and related policies and procedures to regulate land use.
  • Evaluate land use and developing environmental protection laws, regulations, and policies.
  • Ensure compliance with elements of land use plans, zoning bylaws, environmental management and other regulations through onsite inspections, collection of data and evidence, issuance of citations for violations, and participation in prosecutions as necessary.
  • Monitor and Enforce terms and conditions of interests granted in NCN reserve lands as required by land and environmental laws or policies.
  • Coordinate terms and conditions of land use activities by applicants.
  • Keep informed with trends, techniques, and issues in land management.
  • Participate in policy reviews, symposiums, activities and/or meetings.
  • Create and maintain systems to record all legal interests in NCN lands.
  • Develop and implement systems and procedures for all types of land transactions, including ownership transfers, leases, permits, easements, rights of ways, resource extraction permits, surveys – including notifying interest holders of potential expiration or changes.
  • Recommend land and environmental laws as required.
  • Communicate with members, individually and at community meetings, about activities, finances, and proposals, including coordination of community engagement meetings.
  • Administer and implement:
  • NCN Land Code, Land & Environmental Laws.
  • Handle member and land occupants’ inquiries about land including allotments.
  • Develop budgets for land administration projects.
  • Coordinate land use & environmental planning development, implementation, and evaluation.
  • Coordinate Land Advisory Committee meetings.
  • Ensure registration of all interests through the First Nation Land Registry System.
  • Develop and maintain file management system for reserve lands.
  • Some TLE/ATR duties as assigned.
  • Other related duties as assigned.

EDUCATION AND/OR EXPERIENCE:

  • Post-secondary education in Planning, Real Estate, Project Management, or related field preferred.
  • Certificate in Land Fee Administration or Land Management preferred.
  • Minimum of 3 to 5 years’ experience in lands management including:
    • Band history of land transactions
    • Contract law and management.
    • Framework agreement, Transfer agreement, Land Code and associated federal legislation on First Nation Land Management.
    • Land registry practices and policies.
  • Previous experience working in a First Nations community and/or organization is preferred.
  • An understanding of relevant federal, provincial, and local legislation, policies, and procedures.
  • An understating of the NCN Nehethowuk cultural and political environment an asset.
  • Excellent verbal and written communication, interpersonal skills.
  • Relationship building skills with internal and external stakeholders.
  • Technology inclined and working knowledge of computer programs such as Microsoft Office/365, information databases, registry systems and other modern equipment.
  • Valid MB Class 5 driver’s license.
