SUMMARY:
Under the general direction of the Executive Director, the Aski Governance Manager (AGM) provides, plans, and implements projects that give effect to NCN’s Aski Pumenikewin (Land Code). The Aski Governance Manager will lead the development of land laws, policies, plans and strategies in accordance with NCN’s approved strategic direction as set by the Chief and Council. This position is aimed at implementing sustainable land management practices on all NCN’s lands, resources, and traditional territories.
DUTIES AND RESONSIBILITIES:
Aski Pumenikewin (Land Code) Implementation
- Oversee the Land Code and Individual Agreement implementation and related policies and procedures to regulate the land use and obtain the highest benefit of land use to the members, including recommend amendments to the Land Code.
- Oversees the establishment of the First Nations Lands Registry System and related policies.
- Development, review, and facilitation of approval on all land interest processes including land lease agreements (residential, commercial, retail, industrial agreements), subleases, permits, rights of way, additions to reserve proposals, allotments, transfers, mortgages etc., and other legal documentation pertaining to NCN Reserve lands.
- Resolve land disputes and, if not possible, refer disputes to the dispute resolution tribunal set out by the Land Code.
Lands Management
- Developing, overseeing, and championing NCN’s vision, strategies, goals, and outcomes for lands management.
- Managing NCN Reserve Lands, including land use planning, development and adding new reserve lands (NFA/TLE/ATR)
- Work with the Executive Director and Lands, Environment & Resources staff to plan, develop and implement projects to support the sustainable management of land, as identified in NCN Constitution, Land Code and Land Laws & Policies.
- Coordinate the Lands team to participate in water, land, and air monitoring programs, collaborating with the LER Team, Resource Manager, Environmental Manager, and Executive Director.
- Oversees environmental protection and assessment of NCN Reserve lands and ensure proper protection measures are established.
Community Engagement
- Development of Terms of Reference as it relates to meeting constitutional commitments for engagement and consultation as required.
- Keep informed with trends, techniques and issues in lands and resources management including but not limited to: land, resources, wildlife, waterways, community infrastructure.
- Lead the coordination of community meetings and communication strategies.
- Participate in various community and committee meetings as required and completing follow-up actions as required.
- Receives telephone calls, provides correspondence as required; assists and directs the public to appropriate land management resources such as providing information regarding NCN land management laws, policies, and procedures.
- Filing all business on NCN lands and land management processes.
Administrative Supervision and Management
- Coordination of senior management staff consultations
- Develop policies and procedures for conducting due diligence, reporting activities/incidents, and responding accordingly.
- Managing program work plans, budgets, and reporting requirements.
- Managing work schedules, personnel, regular staff meetings, training, and program logistics (i.e., equipment, travel, and maintenance).
- Developing program plans, priorities, policies, procedures, and protocols, and ensuring they are understood and followed.
- Monitoring and tracking project activities and ensuring financial accountability.
- Program administration, financial management including overseeing payroll, all program purchasing, accounts payable/receivable, and annual reporting.
- Reporting to governance bodies and working with committees and the community.
- Oversee fundraising, proposals communications, project management and reporting.
- Managing information, data management, and analysis.
EDUCATION AND/OR EXPERIENCE:
- Successful completion of a Post-Secondary degree or certificate program in administration, community planning, lands and resource management or related disciplines, and at least 3-5 years’ experience managing reserve lands; or an equivalent combination of skill knowledge and experience.
- Successful completion of a Lands Management Certificate Program or similar courses in an accredited land related program would be preferred.
- Training or experience in developing and managing budgets.
- Considerable high-level contacts within federal, provincial, and municipal governments, other First Nations organizations, funding agencies, banks and in the non-profit sector.
- Knowledge and experience of similar program delivery in the context of First Nations culture and history.
- Excellent oral and written communications skills.
- Advance knowledge and experience with computers and information management systems.
- Ability to use tact and good judgment in dealing with sensitive and complex issues.
- Ability to maintain strict confidentiality.
- Willingness to travel for meetings as required.
- Must possess and maintain a valid Driver’s License (Class 5)
- Must successfully pass a pre-employment RCMP criminal record check.
