The Chief Financial Officer (CFO) oversees and manages the NCN Finance department. S/he is responsible for accounting and finance functions of the NCN government that support good governance and transparency in accordance with NCN’s approved strategic direction as set by the Chief and Council. These include but are not limited to budgeting, internal audits and financial advice, disbursement of approved expenditures and treasury (cash flow management, forecasting and securing resource). The CFO is responsible for designing, implementing and monitoring financial performance measurement systems that supports the NCN continuous improvement process.

SCOPE OF RESPONSIBILITIES: The Chief Financial Officer (CFO)’s general scope of responsibilities includes overseeing and managing the development and maintenance of timely and accurate financial records, statements and reports in accordance with Generally Accepted Accounting Principles (GAAP) as defined by the Canadian Institute of Chartered Accountants (CICA) and the reporting requirement of all funding arrangements approved by NCN Chief and Council. The CFO is a member of the Executive Management Team and Treasury Committee. This is a full time position domiciled in NCN.

DUTIES AND RESPONSIBILITIES:

  • Strategic Management of Nisichawayasihk Cree Nation Finance including:
    • Directing the Finance Department (policies, procedures and internal controls)
    • Financial Systems Administration and Oversight
    • Financial Accounting and Reporting
    • Payroll Preparation and Administration
    • Budget Preparation and Consolidation
    • Project Management Accounting
    • Finance Information Technology Management
    • Risk Identification and Management
    • Overseeing Insurance Requirements
    • Ethics and Code of Conduct
    • Hiring, training and retaining skilled accounting and finance staff

JOB QUALIFICATIONS:

  • University degree in Commerce, Business Management/Administration, Accounting. Masters degree preferred;
  • Required professional designation or equivalent, in one or more of the following: Chartered Accountant, Certified General Accountant, or Certified Management Accountant;
  • A minimum of 5-10 years continuous senior management experience with proven track record of effective management.
  • Knowledge of generally accepted accounting principles and the Canadian Institute of Chartered Accountants code of conduct; federal and provincial legislation and policies affecting First Nation governments, entities, corporations, boards and businesses; federal and provincial governments funding mechanisms, auditing and financial accountability requirements;
  • Proficiency with computer software programs in accounting, spreadsheets, word processing, and databases such as AIS
  • Demonstrated competencies in making decisions, financial planning, organizing, problem solving, leading, communicating effectively, fostering teamwork, building relationships, and managing multiple levels of complex financial operations and systems;
  • Demonstrated competency as a leader of a team of professionals within a complex organizational structure to achieve strategic goals and objectives and deal with time sensitive issues/matters leading to outcomes that support overall strategic directions;
  • Must be fully immunized in keeping with the NCN COVID-19 policy.
