PURPOSE:
The Interim Executive Director of Operations is responsible for developing, implementing, and monitoring the NCN government’s operational plan that guides the day-to-day delivery of services to NCN Citizens and the overall activities of the NCN government under the direction of the CEO, in accordance with the NCN’s government strategic direction and priorities as set by Chief and Council.
SCOPE OF RESPONSIBILITIES:
The Interim Executive Director of Operations general scope of responsibilities includes ensuring that operations run smoothly by developing, consolidating, delivering, and managing an overall operational plan in collaboration with managers in NCN government departments. This includes managing, administering, reviewing, monitoring, and evaluating operational programs, services, policies, and procedures to ensure they meet the needs of NCN Citizens, businesses and support the overall efficiency and effectiveness of NCN government operations as a whole. The Executive Director of Operations is a member of the Senior Management Team contributing and advising on the design and development and implementation of performance measurement systems, organizational strategies, programs, services, policies, and practices.
DUTIES AND RESPONSIBILITIES:
- Oversees, manages, and increases the efficiency and effectiveness of Support Services required by the various departments: Human Resources, Technology, Finance.
- Functions as member of the Senior Management Team to advise on the necessary management, planning, performance measurement systems, and controls required to support the strategic planning process and priorities.
- Prepares the operational plans for the NCN government for review and discussion by the Senior Management Team and approval by the Chief and Council.
- Ensures that individual program plans and human resource requirements are accommodated within the NCN infrastructure capacity.
- Plans and co-ordinates strategic advice on infrastructure expansion projects to accommodate all program and service delivery areas.
- Advises on the development of policies and procedures that will improve the effectiveness and efficiency of the overall operations of the NCN government e.g. financial, human resources, operational.
- Supports the Chief Financial Officer and the Executive Director of Human Resources to ensure that all NCN government departments are in compliance with NCN government policies, procedures, and protocols.
- Develops an internal and external communication plan to ensure timely communication of announcements, new directives, new initiatives, etc.
- Ensures that all operations and infrastructure are supported by appropriate contract support services so that any issues are managed immediately in a timely manner to minimize any impact(s) on operations.
- Prepares quarterly and annual reports on operational matters.
Risk Management
- Ensures that operational policies, procedures, and systems are in place to manage and mitigate any risks to the NCN government, its entities, property, finances, and image.
- Oversees all operational insurances.
- Advises the Senior Management Team, Chief and Council and its Committees on all operational matters and emergent issues.
- Participates as a member of the Senior Management Team and contributes to the short and long term planning associated with the strategic planning processes, which includes monitoring and reporting on the results of the performance measurement systems and managing the changes that are required for alignment with NCN government strategic direction and priorities
Ethics and Code of Conduct
- Acts ethically in all situations and upholds the NCN government principles of Kihche’othasowewin (Constitution/Great Law of the Creator), Nehetho laws and customary principles and other relevant laws.
- Ensures that all business is conducted in an ethical and accountable manner in accordance with Kihche’othasowewin, Nehetho laws and customary principles, established NCN government strategic directions, plans, policies and procedures and other relevant laws.
- Works closely with the Senior Management Team to ensure the code of conduct and ethical standards in Kihche’othasowewin are adhered to at all levels within the NCN government.
JOB QUALIFICATIONS:
- University degree in business administration.
- Knowledge and understanding of treaty and aboriginal rights, relevant federal, provincial and municipal legislation and policies respecting First Nations governments and their entities; organizational behaviour and strategies for operationalizing and monitoring office policies and procedures; performance measurement systems; and federal and provincial government programs that First Nations may access.
- Experience supervising employee productivity and reporting.
- Ability to maintain standards of conduct and demonstrate sound work ethics in a consistent and fair manner.
- Proficiency with computer software programs for office management, word processing, and databases.
- 5 or more years of progressive work experience as an Executive Director of Operations working in a First Nations setting or equivalent related setting.
- Demonstrated competencies in making decisions, planning, organizing, problem solving, leading, communicating effectively, fostering teamwork, building relationships, financial planning and management, staff supervision.
- Proficiency in the use of computers and information technology systems i.e. Internet, Email, Word Processing, etc.
- Knowledge of Kihche’othasowewin, Nehetho laws and customary principles; and Nisichawayasihk Cree Nation history, peoples, culture, language, economies, historical and contemporary relationships, and business relationships and connections to other Indigenous government and service delivery organizations.
- Demonstrated competency as a leader of a team of professionals within a complex organizational structure to achieve strategic goals and objectives and deal with time sensitive issues/matters leading to outcomes that support overall strategic directions.
- Excellent oral and written communication, plain language writing, organizational, multi-tasking, and problem-solving skills, with the ability to work independently within a team environment as well as the ability to work under pressure to meet deadlines.
WORKING CONDITIONS:
- Regular work conditions, including evening and weekend work may be required during specific periods of time related to the reporting and planning cycle, Council meetings, and community meetings.
