SUMMARY:
Nisichawayasihk Cree Nation is seeking a full-time Emergency Coordinator to lead the planning, coordination, and continuous improvement of NCN’s Emergency Management Program.
This position is responsible for developing and maintaining emergency plans, supporting coordinated response during emergencies, and strengthening community and departmental preparedness year-round. The role focuses on both citizen safety and refuge planning and continuity of operations across all NCN departments.
This position is intended to supplement and organize emergency work, claims, and reporting, and does not replace existing wildfire emergency coordinators or contracted emergency services. Wildfire coordination will remain a part-term role supported through evacuation/emergency funding.
DUTIES AND RESONSIBILITIES:
Emergency Planning & Preparedness
- Develop, maintain, and regularly update NCN’s Emergency Management Plan, including:
- Evacuation and reception centre planning
- Shelter and refuge operations
- Emergency communications
- Continuity of departmental operations
- Maintain a Hazard, Risk, and Vulnerability Assessment for the community.
Emergency Operations & Coordination
- Act as the central coordination point during emergencies.
- Support the activation and operation of NCN’s emergency coordination structure or Emergency Operations Centre (EOC).
- Liaise with Chief & Council, departments, ISC/EMAP, Manitoba EMO, Red Cross, RCMP, health authorities, and utilities.
- Ensure accurate documentation of actions, decisions, and costs during emergency events.
Training, Exercises & Preparedness
- Coordinate emergency management and business continuity training for staff and leadership.
- Plan and deliver emergency exercises and drills.
- Promote community awareness of emergency procedures and preparedness.
Funding, Claims & Reporting
- Support EMAP capacity funding reporting requirements.
- Assist Finance with emergency reimbursement claims and documentation.
- Coordinate internal inputs for emergency-related funding (applications handled internally by NCN).
Coordination with Wildfire Emergency Coordinator
- Work collaboratively with the Wildfire Emergency Coordinator during wildfire events.
- Ensure wildfire response activities are integrated into the broader emergency management framework.
Health & Safety (Non-Emergency Periods)
- Conduct housing and building safety inspections.
- Perform hazard and risk assessments (fire, heating, electrical, fuel storage).
- Support mitigation and prevention initiatives (wildfire readiness, winter preparedness, flood response).
EDUCATION/AND OR EXPERIENCE:
Diploma or degree in Emergency Management, Public Administration, Business Administration, Health & Safety, or a related field; or an equivalent combination of education, training, and experience.
- Experience working in emergency management, operations, or community coordination.
- Knowledge of emergency planning, emergency operations, and business continuity principles.
- Strong organizational, analytical, and communication skills.
- Ability to work independently and under pressure during emergencies.
- Valid driver’s license.
Assets:
- Emergency Management certification (AEM, CEM, or equivalent)
- ICS training
- Business continuity or exercise design training
- Financial or administrative experience related to claims and reporting
