STATE OF EMERGENCY
COMMUNITY VIOLENCE AND ILLEGAL ACTIVITY
Chief and Council have extended the State of Emergency to deal with the violence and illegal activity that has been negatively impacting our community. Alcohol, drug use, bootlegging, illegal drug activity, and gang violence are causing increased and very serious violent incidents in our community.
Effective at 12:00 am on Saturday, January 18, 2025, the following changes to the OIC will be in place:
- The existing OIC will expire on April 18, 2025
- Anyone who does not live on the reserve or have a fixed address on reserve cannot enter NCN between midnight and 6am.
- Visitors may be able to enter NCN during these prohibited times for an emergency or on compassionate grounds, as long as they have advanced notice and authorization from Chief of Law Enforcement.
- If you are a resident, you can come and go as you please without any time restrictions.
- Only visitors and non-residents will be required to state the reasons why they want to come onto NCN lands at the checkstop.
- Anyone, including residents of NCN, in breach of this OIC will automatically lose their permit and may be fined. Getting your permit back is at the discretion of the Justice Department.
- No NCN company vehicle may be used to transport alcohol or cannabis;
- No daily commuters can transport alcohol or cannabis;
- Residents can bring in alcohol or cannabis. The hours have been extended to noon to 3:00am;
- Every resident bringing alcohol or cannabis into NCN must have a valid permit. If you are not bringing in any alcohol or cannabis you do not require a permit. Only residents who are bringing in alcohol or Cannabis require a valid permit;
- New permits may be issued by the Justice Director or their designate;
- A curfew for all children under the age of 18 has changed to 10:00 pm to 7:00 am. Children may travel between 10pm-7am if accompanied by their parent or guardian;
- If parents or guardians fail to rectify the situation, they will no longer be eligible for regular benefits, Alternate Benefits will be in effect, CFS will be notified, they may be issued a fine, or be required to do community service work;
- The restricted time to operate ATVs, snow machines, and recreational vehicles is now 11:00pm to 7:00 am;
- You cannot harbour anyone who is in a gang or has gang affiliation or anyone involved in any gang activity;
In the event there is a conflict between this bulletin and the Order in Council, the Order in Council shall prevail.
MORE MEASURES MAY BE ADDED IF THE VIOLENCE DOES NOT STOP!
All NCN Citizens, residents and visitors to NCN Lands must work together with Chief and Council if we are to stop the violence. This includes the lateral violence that is taking place through the use of social media. We all have a collective responsibility to make our community a safe place to live, work, and raise our children.
We will be having a community consultation on March 13, 2025 to review all of these changes. We want your feedback so please plan to attend this meeting. The alcohol, drugs and violence is having a terrible impact on all of us.
