Job Overview
The Human Resources Manager effectively manages the human resources needs of Marten Falls First Nation. This position includes the recruitment, retention, hiring, training, discipline, and termination of employment of Marten Falls First Nation employees, contractor services, and outside employers. The HR Manager provides support, recommendations, and advice to the Marten Falls First Nation management team and its Chief and Council. The HR Manager may take the lead on ensuring compliance with applicable legislation and develop, implement, review, and maintain appropriate policies and procedures to meet such compliance requirements.
Responsibilities and Duties
Human Resources
- Plan, organize, direct, control, and evaluate the operations of the Human Resources department.
- Plan and anticipate community human resources requirements in conjunction with the management team and Chief and Council, as appropriate.
- Organize and conduct employee information meetings on employment policy, benefits, and compensation.
- Participate actively on various joint committees.
- Prepare reports, briefing notes, correspondence, and updates for Chief and Council, senior management, stakeholders, or other third parties, as requested.
- Direct the organization’s quality management program.
Community Support and Representation
- Support MFFN working in the Ogoki office by traveling to, and working from, the Ogoki office for at least 3 consecutive days per month.
- Travel to, and work from, the Ogoki office as required to attend special events, meetings, workshops, etc.
- Develop and implement strategies to build relationships and support community members and off-reserve staff.
Financial Responsibilities
- Plan, administer, and control budgets for contracts, vendors, and other financial stakeholders, as applicable.
- Ensure efficient financial management through budgeting, financial reporting, and department cost forecasting.
- Work cooperatively with the Band Manager and Finance Manager to these ends.
Employee Training and Development
- Co-ordinate internal and external training of new, ongoing, and returning to work employees.
- Conduct new training as required to ensure compliance with current and new legislation.
- Create and implement a new employee hire package.
- Administer employee development, including language training.
Recruitment and Retention
- Co-ordinate internal and external recruitment activities.
- Develop and nurture professional relationships with Confederation College, Lakehead University, Oshki-Pimache-O-Win: The Wenjack Education Institute, and other education facilities for the purposes of establishing job fair opportunities and putting Marten Falls First Nation forward as a potential employer for future and graduating students.
- Develop and implement a social media presence for the purposes of Marten Falls First Nation’s human resources communication and recruitment needs.
Policy and Procedures
- Develop and implement policies and procedures, as required.
- Advise and assist other department managers on interpretation and administration of personnel policies and programs.
Occupational Health and Safety
- Administer health and safety programs.
- Ensure employer compliance with all applicable legislation.
- Ensure a safe, healthy, and respectful working environment for all staff, vendors, and visitors.
Additional Duties
- Additional related duties, as required.
Accountability
The Human Resources Manager reports to and is under the direct supervision of the Band Manager.

- Ability to travel regularly (including remote and urban areas).

- A demonstrated ability to take necessary notes at meetings as required.
- Ability to work independently and as a member of the management team.
- Excellent verbal, written, presentation, and record-keeping skills.
- Use Outlook to send and receive email in a timely manner.
- Use Word, Excel, PowerPoint effectively and as required.
- Ability to make appropriate and effective decisions.
- Ability to openly assume additional responsibilities that may arise.
- Consistent on-time and regular attendance demonstrated in previous positions.
Qualifications
- College diploma or university degree in Human Resources, Business Administration, or related field.
- Five or more years successful experience in human resources work.
- Experience in all aspects of staff and financial management.
- Experience working in a First Nation Organization.
- Human Resources certification (CHRP, CHRL, CHRE or SHRP) is an asset.
- Proficiency in the Marten Falls First Nation language an asset.
- A Criminal Records Check acceptable to Marten Falls First Nation.
