SUMMARY:

The NCN Lands, Environment & Resources (LER) Department is looking for a highly motivated and committed individual who has excellent interpersonal and communication skills, is able to prioritize and quickly adapt to change, and can work independently as well as part of a team, who has a collaborative approach, delivers on assigned projects and who exercises executive problem solving and decision-making skills in both the field and in the office, under the direction of the Executive Director of LER.

 

DUTIES AND RESPONSIBILITIES:

  • Coordinating long-term planning, monitoring, and management initiatives consistent with the March 1996 Comprehensive Implementation Agreement, including RMB, Country Foods, and Fish and Trap programs.
  • Assist in the planning and coordinating of the Land Guardian Program and Indigenous Protected Conservation Area Initiative.
  • Research and collection of natural resource data through complex techniques and procedures, research, structured interviews, or other project-specific methodologies.
  • Interprets, synthesizes, and analyzes data.
  • Researching regional, provincial and national policies and best practices and making recommendations to the Resource Management Board as it relates to:
    • Various aboriginal natural resource agreements, including but not limited to reconciliation agreements, mineral exploration agreements, impact benefit agreements, socio-economic agreements, participation agreements and any other agreements First Nations may have with the Crown or Industry
    • Section 35 Crown-Indigenous Consultation process.
  • Working with various stakeholders to develop, manage and administer policies and procedures related to the Resource Management Area (RMA).
  • Create local understanding and awareness of legislative and regulatory frameworks relating to natural resources and industry, as it relates to indigenous systems, values, world views and reconciliation/reclamation.
  • Collaborate with other levels of government, including other First Nations.
  • Coordinating the development of Departmental submissions to environmental and natural resource management and policy reviews that may affect NCN interest, including municipal plans, logging mining, watershed management, tourism, wildlife, and fisheries.
  • Working collaboratively with Lands, Environmental & Resources management and staff.
  • Identifying and seeking funding to support core and specific programs related to the
  • Natural Resources Department including:
    • Developing and managing proposals, annual & multi-year work plans, and budgets and participating in NCN strategic planning exercises.
  • Providing oral and written reports to the Chief and Council, Resource Management, Board, membership and other stakeholders, as required or upon request.
  • Coordinating and reporting on all community engagement activities, such as committee workshops, focus groups, interviews, and community surveys.
  • Maintain all administrative, communication and coordination efforts on behalf of the RMB.
  • Other duties as assigned

SKILLS, KNOWLEDGE, AND ABILITIES:

  • Duty to consult and accommodate referrals process
  • Traditional land use and occupancy
  • Policy research and analysis
  • Federal and provincial policy application to NCN Lands
  • Knowledge of resource-based development on NCN Lands and traditional territory
  • Knowledge of file management, registry and monitoring system
  • Ability to apply sound research techniques, methodology and logical critical analysis
  • Team player, ability to provide deliverables within set time frames
  • Administrative duties, flexible specialist and multi-tasker

EDUCATION AND/OR EXPERIENCE:

  • Grade 12 or equivalent
  • Assistant Administrative Certificate or equivalent
  • Previous Experience required
  • Excellent people and communication skills
  • Proficient with Microsoft Word, Outlook, Excel and PowerPoint
