SUMMARY:
The Director of Asset Management oversees NCN’s long-term housing strategy, capital planning, and financial sustainability. The position ensures that all housing development, renovation, and infrastructure activities comply with NCN Finance Law, Finance Policy, and approval matrix, while supporting the implementation of the Housing Strategic Plan 2026-2031.
PURPOSE OF POSITION:
Reports to the Co-CEO (administratively) and Housing Board (functionally).
The Director of Property Management supervises Capital Planning Lead, Finance & Funding Officer, Data & Reporting Officer, and Housing Administrator. The Director of Asset Management oversees NCN’s long-term housing strategy, capital planning, and financial sustainability. Must develop and maintain a comprehensive accurate list of NCN Infrastructure and Infrastructure financing needs. The position ensures that all housing development, renovation, and infrastructure activities comply with NCN Finance Law, Finance Policy, and approval matrix, while supporting the implementation of the Housing Strategic Plan 2026-2031.
DUTIES AND RESPONSIBILITIES:
- Strategic and Capital Planning
- Develop and update NCN’s multi-year capital and housing plans in alignment with community priorities and available funding.
- Use operational data and feedback from Property Management to inform capital priorities, lifecycle forecasts, and long-term infrastructure planning.
- Lead feasible studies, land-use assessments, and infrastructure planning for Phases 2 and 3 of housing expansion.
- Oversee capital project procurement and project management processes consistent with NCN Finance Law and Finance Policy.
- Financial Management and Reporting
- Perform all housing programs and capital funding reconciliations, funding condition reports, and housing-specific funding audits.
- Prepare and submit required funding reports directly to funders (e.g.,ISC, CMHC, FNFA, FNMHF). Oversight for accuracy and completion by NCN Finance – CPAs.
- Coordinate with NCN Finance to ensure financial statement audit requirements and Treasury Board reporting are accurate and consistent.
- Develop detailed budgets, forecasts, and variance analyses for all capital and asset management activities.
- Monitor projects costs and ensure that expenditures comply with approved budgets and funding conditions.
- Manage applications to CMHC, ISC, FNFA, and other funders.
- Governance and Policy Integration
- Support completion and maintenance of the Housing Policy and Procedures Manual, particularly financial management and reporting sections.
- Maintain and update NCN’s housing asset database, including unit condition, lifecycle costs, and occupancy data.
- Provide quarterly updates to the Housing Board, Treasury Board, and Council on capital progress, financing, forecasts, and asset performance.
- Leadership and Collaboration
- Supervise and mentor technical and administrative staff.
- Foster strong collaboration across Housing, Finance, Lands, and Public Works for integrated planning.
- Represent NCN in technical meetings, audits, and funding negotiations.
EDUCATION AND/OR EXPERIENCE:
- Degree in Commerce, Accounting, Engineering, or Project Management; CPA/PMP asset.
- 5-10 years’ experience in capital or asset management, ideally with First Nations.
- Strong knowledge of financial controls, funding programs, and risk management.
- Excellent analytical, organizational, and leadership abilities.
PERFORMANCE INDICATORS:
- Annual capital plan approved and implemented within budget.
- All funding and audit requirements met with no-compliance findings.
- Feasibility study and housing needs assessment completed by 2027.
- Housing Reserve Fund operational by 2027.
